Willie Fullilove is the Deputy Director for the Division of Programs and Services. Fullilove joined the S.C. Department of Juvenile Justice in July 2022. After serving his country in the United States Army, Fullilove dedicated his professional life to serving at-risk youth and people with addiction issues. Throughout his 8 years of service at Aunt Martha’s Youth Services, Fullilove served youth directly as a Family Educator, Assistant Program/Program Manager to manage various programs. In 2008, Fullilove joined the management staff at the Cook County Juvenile Temporary Detention (JTDC). In 2013, Fullilove accepted the position of Superintendent of the Washington DC Juvenile detention center. After a year in this role, Willie decided to return to Chicago to join the Dare to Dream Organization, NFP.
In 2015, Willie returned to Washington DC, to become the Deputy Director for Secure and Non-Program Programs where he had oversight of the New Beginnings Youth Development Center and the Youth Service Center as well as the community-based Shelter programs for all Detained youth. After leaving DYRS to pursue other endeavors, Fullilove relocated to Texas and became the Superintendent for a Female Youth Halfway house for the Texas Juvenile Justice Department before accepting a role as the Superintendent for the Echo Glen Children’s Center in Snoqualmie, WA.
Division of Programs and Services
The Division of Programs and Services provides and ensures equal access for all juveniles to comprehensive therapeutic services and empirically-validated best practices for clinical care, to include the following: crisis intervention and specialized clinical services, evaluation and assessment, mental health/psychiatric care and professional social work and psychological services, medical/dental primary care, medical referral services, medication administration and monitoring, employee health, interagency collaboration with other child-serving agencies for jointly-involved and/or special needs youth, and provision of trauma treatment and training for all staff in trauma-informed care. This division develops and implements enriching programs and services for youth who are committed to DJJ’s long-term evaluation and detention facilities to include: recreational and leisure services, chaplaincy, volunteer and visitation services, management of the youth work program and the Agency’s Store of Hope. The division is also responsible for overseeing the disciplinary process and incentive programs for youth in DJJ’s secure facilities.
