Inspector General - VACANT

The Division of Investigative Services conducts criminal and internal investigations, inquiries into youth grievances and family support, oversees audits of agency assets, manages agency K-9 service, manages agency gang related information and maintains surveillance equipment and audio recordings for safety and investigation requests. The Division is also responsible for the Event Reporting System--a state-of-the-art computer system used to ensure the comprehensive and real-time tracking, reporting and managing of events occurring within the agency.

Deputy Director, Division of Security and Operations

Priscilla Pee has been named Deputy Director of Security and Operations. With almost 40 years of juvenile justice experience, Deputy Pee has held numerous positions. She began her career as a Juvenile Correctional Officer and served SCDJJ in a variety of positions, including Captain of Security, Major of Internal Training, Interim Facility Administrator, Juvenile Relations Coordinator, Quality Assurance Specialist and Management Review Administrator. She holds a Bachelor of Science in Psychology from Francis Marion University and a Master of Arts in Forensic Psychology from Argosy University.  She is also a graduate of the South Carolina Certified Public Manager (CPM) program, a nationally accredited management and leadership development program.

Division of Security and Operations

The Division of Security and Operations is responsible for the security and safety of DJJ facilities, to include oversight of the evaluation centers (CEC, MEC and UEC), the Juvenile Detention Center (JDC), DJJ's long-term facility, the Broad River Road Complex (BRRC), and the Centralized Institutional Operations Center (CIOC).  Another aspect of the Division is classification services, to include coordinating internal multi-disciplinary staff and oversight of youth placement, movement, and transportation within and outside of DJJ facilities. Security and Operations is also responsible for dietary facilities and admission and orientation of youths. Safety and emergency preparedness, as well as administrative operations, are the responsibility of this division.

Willie Fullilove

Deputy Director, Division of Programs and Services

Willie Fullilove is the Deputy Director for the Division of Programs and Services.  Fullilove joined the S.C. Department of Juvenile Justice in July 2022.   After serving his country in the United States Army, Fullilove dedicated his professional life to serving at-risk youth and people with addiction issues. Throughout his 8 years of service at Aunt Martha’s Youth Services, Fullilove served youth directly as a Family Educator, Assistant Program/Program Manager to manage various programs. In 2008, Fullilove joined the management staff at the Cook County Juvenile Temporary Detention (JTDC). In 2013, Fullilove accepted the position of Superintendent of the Washington DC Juvenile detention center.  After a year in this role, Willie decided to return to Chicago to join the Dare to Dream Organization, NFP.

In 2015, Willie returned to Washington DC, to become the Deputy Director for Secure and Non-Program Programs where he had oversight of the New Beginnings Youth Development Center and the Youth Service Center as well as the community-based Shelter programs for all Detained youth. After leaving DYRS to pursue other endeavors, Fullilove relocated to Texas and became the Superintendent for a Female Youth Halfway house for the Texas Juvenile Justice Department before accepting a role as the Superintendent for the Echo Glen Children’s Center in Snoqualmie, WA.

Division of Programs and Services

The Division of Programs and Services provides and ensures equal access for all juveniles to comprehensive therapeutic services and empirically-validated best practices for clinical care, to include the following: crisis intervention and specialized clinical services, evaluation and assessment, mental health/psychiatric care and professional social work and psychological services, medical/dental primary care, medical referral services, medication administration and monitoring, employee health, interagency collaboration with other child-serving agencies for jointly-involved and/or special needs youth, and provision of trauma treatment and training for all staff in trauma-informed care. This division develops and implements enriching programs and services for youth who are committed to DJJ’s long-term evaluation and detention facilities to include: recreational and leisure services, chaplaincy, volunteer and visitation services, management of the youth work program and the Agency’s Store of Hope. The division is also responsible for overseeing the disciplinary process and incentive programs for youth in DJJ’s secure facilities.
