Deputy Director, Division of Legal Services and Compliance
David M. Ross is the Deputy Director of the Division of Legal Services and Compliance. He joined the S.C. Department of Juvenile Justice in November 2022. Prior to coming to SCDJJ, Ross served as the executive director of the South Carolina Bar. In that role, he oversaw daily operations and all strategic initiatives for the state’s legal professional organization that has more than 17,000 attorney members. Before taking over leadership of the South Carolina Bar in May 2018, Ross served as executive director of the SC Commission on Prosecution Coordination, the state agency that coordinates administrative activities that involve the prosecution of South Carolina criminal cases.
Prior to his role at the Commission, Ross had a 17-year career as a solicitor, working in Oconee, Anderson, Greenville, Kershaw and Richland counties. Ross began his legal career as a law clerk to the now retired Circuit Court Judge H. Dean Hall. A native South Carolinian, Ross received his B.S. degree from the University of South Carolina in 1988 and his J.D. from the University of South Carolina School of Law in 1991.
Division of Legal Standards and Compliance
The Office of Legal Standards and Compliance is comprised of General Counsel and staff, Staff Development & Training, Office of Planning and Accountability and Standards Management. Staff Development & Training is responsible for the essential functions of assessing, identifying, planning, coordinating, implementing, and delivering agency training and development programs for all staff at the agency. The Office of Standards and Professional Development works to foster an agency-wide culture that is fully committed to policy and procedure compliance, promoting accountability and consistency across all divisions, and most importantly ensuring that DJJ provides service excellence for the youth in our care and their families. Standards Management encompasses the areas of Performance-based Standards (PbS) and the Prison Rape Elimination Act (PREA). The legislative liaison also report to this division.
Jennifer Loschiavo
Deputy Director of Community Treatment Service
Jennifer Loschiavo has been named Deputy Director of Community Treatment Services. The overall responsibility of the Community Treatment Services division is to facilitate and enhance evaluation and behavioral health intervention for DJJ community-based youth. The division will encompass the areas of community psychology, community social work, evidence-based services, community support services, and community alternative placements. Mrs. Loschiavo has more than 20 years of experience providing direct services in the community and previously served as the administrator for SCDJJ’s Medicaid compliance. She also previously served as the Associate Deputy of Community Alternatives, responsible for oversight of the agency’s 10 camps and multiagency contract with 10 private placements. She holds a Bachelor of Science in Psychology from Southern Connecticut State University and is also a graduate of the South Carolina CPM Program.
Division of Community Treatment Services
The Division of Community Treatment Services (CTS) is comprised of four major departmental areas: Community Psychology, Community Social Work, Interagency Services, and Evidence-based services. The goal of CTS is to facilitate and enhance evaluation of and behavioral health intervention for DJJ-involved community-based youth. With clinical expertise and intensive case management, youth are served in the following ways:
Community Psychology Services – Located in three regional offices, community psychologists provide consultation and court-ordered evaluations of pre-dispositional and adjudicated youth. Community psychologists also perform extensive evaluations of youth under consideration for waiver from Family Court to General Sessions Court.
Community Social Work Services – Working collaboratively with community case managers, this team of licensed social workers serve youth in 19 counties in SC with brief therapy (individual, family, and group treatment), diagnostic assessments and placement staffing documentation, referral services, and clinical case management. Additionally, the social workers collaborate with DJJ special needs coordinators on high-risk cases and also with residential treatment staff regarding youth reentry to the community.
Interagency Services – This team is comprised of four regional special needs coordinators in the community, one statewide special needs coordinator for DJJ facilities, and a statewide coordinator of human trafficking cases. Their focus is on appropriate identification and multidisciplinary staffing of high-risk special needs cases, diversion of such cases from DJJ facilities, and collaborative coordination with other SC child-serving agencies.
Evidence-Based Services – Evidence-based practice is a process in which the practitioner combines well-researched interventions with clinical experience, ethics, client preferences, and culture to guide and inform the delivery of treatments and services. CTS launched the Leveraging Effective Alternatives to Placement (LEAP) Project in 2021, with the intent of providing intensive community-based interventions to divert youth from further penetration of the juvenile justice system. This project is the first large-scale implementation of Multi-Systemic Therapy and Functional Family Therapy in SC.
Floyd Lyles

Floyd Lyles is the Superintendent of the S.C. Department of Juvenile Justice School District and is the Deputy Director for Education and Workforce Development Division. A passionate, visionary leader, his experience spans from the classroom to the board room, from direct instruction to district leadership.
Rhonda Holman
Deputy Director, Division of Community Services
Rhonda Holman is the Deputy Director of the Division of Community Services. She is a 1991 graduate of South Carolina State College (now South Carolina State University) with a Bachelor of Social Work. She began her employment at the S.C. Department of Juvenile Justice on January 6, 1992, in the Orangeburg /Calhoun County Office as a Probation and Parole Office, rising steadily through the ranks since.
Ed Pearce
Deputy Director, Division of Administrative Services
Ed Pearce is the Deputy Director of the Division of Administrative Services. He started with the S.C. Department of Juvenile Justice (DJJ) in July 2022. Prior to that he worked with the Department of Administration for seven and half years as Deputy Director of the S.C. Enterprise Information System (SCEIS), before which he werved as the DJJ's Chief Financial Officer.
Christine Wallace
Chief of Staff
Christine Wallace began her career at the SC Department of Juvenile Justice in 1992, working on the front lines with adolescent youth. She was promoted to the position of Chief of Staff in February 2022. Her experience spans more than 30 years, working with various child-servicing agencies in an effort to address the needs of youth and families throughout the state.
Eden Hendrick was officially confirmed as Executive Director by the SC Senate on May 11, 2022. As Executive Director, Hendrick has focused her efforts on employee retention and recruitment, facility upgrades, and increased mental health services for DJJ youth. Before joining DJJ, Hendrick served as Assistant General Counsel at the SC Department of Administration.
